The toughest Action Cards, such as Skip All, Jolly Fishing 6 and even Jolly Fishing 10, make the game ruthless! The 'accumulate' rule allows players to pass penalties (Draw 2, 4, 6, 10) to the next player, until the first player who cannot play must take all the combined cards! Every time a 7 or 0 card is played, players must swap cards in hand with another player's cards! The 'Merciless' rule eliminates a player who has 25 or more cards in his hand!
